After finalizing your decision about the land use, you need to file an application to the commissioner of land revenue department under your respective city authority specifying the purpose of conversion.

Following are the required documents that you need to carry along:

– Copies of RTC (rights, tenancy and crops). This document contains the details of the total area of land, names of the present and previous owners, kind of soil and crop, mortgages, if any, and other details that are required to be specified by you.

– Mutation extract. It is the mode of acquisition of the property; for instance, through inheritance or a sale deed.

– Original sale deed showing you as the owner of the land or

– Partition deed if you have inherited the property

– Latest tax receipt

– Certified survey map

The RTC, certified survey map and mutation extracts can be obtained from the tehsil or village level revenue inspector.

Confirmation for conversion:

Only when the deputy commissioner or the assistant commissioner issues a conversion order, then your land will get the green signal to be converted for your personal or commercial use. When the order mentions that the land is required to be converted for any use, be it public, semi-public use, residential, commercial or even industrial purposes, only after it has been duly authorized by the jurisdiction of the mentioned authorities as stated above, your plea for the land conversion will be considered.

You are required to obtain a conversion certificate issued by the tehsildar, apart from the conversion order, confirming that the conversion order and the conditions have been duly accepted by you and all the required documents have been provided for obtaining the same.

All these above mentioned points are the major factors based on which the conversion charge will be fixed. The charges also vary from state to state. But as a prudent person, it is important for you to hold a copy of the receipt of the payment in order to avoid any kind of confusion that may arise in the present or in future.

What you need to watch out for:

If the area that you plan to convert lies within the city’s plan for commercial expansion, then you may not be given the permission to change the use of the land.  Also, it is important to note that if the land that you want to convert holds any kind of disputes, be it dispute over the title, or if in any period the tax has not been paid, the conversion process will be upheld and not carried forward. If you manage to clear all such disputes, then the authorities can consider and grant your request for converting your agricultural land into any other legal use.
